The Spain international has been strongly tipped with a move to the Premier League, with the Red Devils known to be keen admirers of the 28-year-old.
However, Pedro has remained coy about his future throughout the off-season, and Van Gaal is no closer to knowing whether the forward will in fact be joining the restructuring at Old Trafford.
Asked if he was optimistic of completing the transfer the United manager said: "You have to ask Pedro, not me. My answer is it's a process, it's a club, it's a player, and we are there also.
